1942年1月20日，希姆莱和海德里希组织发起万湖会议，15名纳粹和帝国高官参加，讨论和协调解决“犹太人问题”。但万湖会议实际上并不是决定欧洲犹太人命运的会议，时间向前追溯一年半，戈林便已授权海德里希处置德国势力范围内的犹太人，其时已有将近100万犹太人遇害。会议大约开了两小时，电影1小时45分钟，除了会前人员陆续到齐、会中短暂茶歇和简餐，全程会议。个人觉得拍得并不好，非常考验观众的耐受力，太冗长。艾希曼给海德里希准备的欧洲犹太人清单，甚至囊括了当时德国尚未占领的瑞士、芬兰、英国。总人数1,100万至1,200万。万湖会议所起到的最重要作用是协调了纳粹的种族灭绝行动，把所有部门所有人都拉了进来。但如果认为万湖会议确定了“最终解决方案”，那是一个相当大的误解。
